Looks like it was from Memorial Bridge, toward the cemetary.
But why don't we see the USA Today building? Compare this view from Memorial Bridge.
It's taken from a little further left than the photo in your "Rosslyn Defends Virginia" post, lining the edge of Roosevelt Island up with the right side of the green highway exit sign on Roosevelt Bridge. The USA Today building is left of the buildings that are in this photo.
Believe Chris and Anonymous are right. It's from the bridge close to the Va shoreline. The towers are to the left of the photo.
